The water level in our toilet bowl is too low.
The water level in the toilet bowel (not the tank) is too low. I'm being indelicate, but we don't want to defecate and have it sitting on the porcelain, I've read the manual and done everything they said to raise the water level and it is still too low. I care not about conserving water at this point. Please help. (We had this toilet professionally installed by a plumber, when he was done, there was only water in the hole, I didn't notice until he left and had to rectify myself. The water in the tank is up to the fill line.)

The Riosa C40396-WH model has "siphonic jet" flushing technology & the WH-RSL uses "gravity fed." What's the difference?
Thank you for your question about the Riosa Elongated Concealed Trapway Toilet. All Delta toilets have a gravity fed flush. The only difference between the 2 toilets is the supply lines, one is flexible and the other is rigid.

dripping sound coming from the toilet
If you take a cup of water and pour it into the bowl, you hear a dripping sound coming from within the toilet.
Thank you for your question about the Riosa Elongated Concealed Trapway Toilet. Once the water level is at the highest point in the toilet bowl, if additional water is added, it will slowly go over the trapway into the drain of the toilet which can produce that dripping sound you are hearing.

The toilet is installed. It has a slight rocking at the base. How can i prevent this?

After the unit is installed, there might be slight settling of the unit to where the bowl mounting hardware may need to be tightened. Also, keep in mind, if the floor tiles are not completely level, this could also cause the unit to rock.
