Does this shower head have a removable water flow restrictor?

All showerheads are required to have a flow-limiting device. It is not designed to be removed. See here for more information:

How do you separate the mount case from the mount base for the hand shower? The instructions show the two pieces but not how to pull the case off, I am afraid I will break the base. Do you pry it off or is there a trick?
