Can I use this to replace the current hardware on an existing Delta Roman tub faucet/handles?

Yes, you can install a new roman tub trim kit on the existing valve if your current spout's set screw is located on the back of the spout. If the set screw is in the front you will need to install a new rough-in valve first.

I have a 2000-vintage tub filler I believe to be 2730PB with round knobs. I’d like to upgrade to the Foundations trim. Will I need new cartridges? The CW knob is very close to the wall. Do both handles turn in towards the spout to flow water?

Thank you for your question about the Delta Faucet model BT2710-SS-R. This should fit an old tub filler rough.
In general, if the old Delta roman tub spout has a set screw on the back at the bottom securing it to the spout adapter rough, the old trim can be replaced with a current trim.

To change the handle rotation, change the orientation of the stem in the valve. For lever handles to both turn in or forward, the stops on the stems should point to the right, as shown in this trim's maintenance and installation instructions.
