Using existing delta rough in, but is it compatible?

Can I use this just to turn shower head on and off from opposite side of shower head? (one position - water on, the other position water - off)

Thank you for your question about the Delta Faucet diverter trim model T11864-BL-R.
The outlets can all be plugged except for one, but it is designed to have two open outlets. See the diverter valve manual for more information:
