I'm installing a T2764-BL-R on an existing Delta valve assembly. The set screws for the two handles are higher than the stem and do not grab. Is there a different, taller, stem I should be using?

Please accept our sincere apology for the inconvenience you are experiencing. We are happy to help!
The roughs would use the same cartridge RP24096 or RP1740. If the old trim had quarter turn stops on the stems, try installing the new handles without the stops. Also, make sure the handle base is threaded fully down on the valve body.
Older rough-ins end valves were adjustable for height. You want to make sure the valve is set high enough in the deck so that current handles can be assembled to the valve stems. The minimum height from the deck to the top of the stem should be 1 ¾”.

I'm replacing a Delta faucet 413763 roman tub installation. Is this particular model compatible with the existing rough-in and valves?

If your existing roman tub has a screw located behind the spout the trim would be compatible.
