Hi Burt, Thank you for your question about the Delta Faucet model R4707-MF. Please accept our sincere apology for the inconvenience you are experiencing. We are happy to help! I recommend checking that the seats, springs, and stems are installed correctly in the valves. The wider part of the spring goes in first, then the rubber seat sits over the spring. When installing the stem, the solid metal part of the bottom plate should be over the seat and spring to stop the water flow when off. The tops of the stems should be aligned as shown in the installation manual. The flat parts face away from the spout, and the stops on the stems face to the right.
