I have the Dryden 2 Handle Widespread Bathroom Faucet but I wonder if it is an older version as it does not have the RP60400 valves, but has the RP25113 valve. Is the Base & Gasket In Chrome RP101570 per the parts diagram still the same?

No, the handle base is different for different types of valves. The handle base with the model that uses RP25513 is RP52659. Please refer to the link below.
