Do the water supply lines come with the faucet?

Does this faucet come with the "optional" deck plate, or is that sold separately?

Delta® Recertified products are returned, unused items that include all parts, and have been inspected to meet the quality standards of new Delta® products – no dents, scratches, or blemishes.
