No, the rough-in valve is not included when purchasing BT13210-SS. Models manufactured in Sept. 2006 or later will have a MultiChoice valve, which will allow you to change the series of trim. MultiChoice series numbers are 13, 14, 17, or 17T. Units made before this date can be upgraded, but only with a trim of the corresponding series. 1300/1400 Series trims can be replaced with 13/14 Series trim kits using the original RP19804 cartridge, and 1700 Series trims can be replaced with 17 Series trim kits using the RP32104 cartridge. MultiChoice model cartridges will have a gray top; prior models have a white top. Our pre-2006 cartridge is RP19804 and post 2006 RP46074, I have included a link to both versions. Hello SparkEE, Thank you for contacting Delta Faucet Company! I am sorry the flow is low on your Delta Faucet Foundations® Monitor® 13 Series Shower Trim In Chrome MODEL#: BT13210, and I am happy to help you! Low flow is caused by a blockage or debris, we would recommend flushing the shower unit. To flush the open valve without the cartridge, please follow the directions below. 1) Remove the handle by loosening the set screw on the side of the base of the handle. The set screw is either a 1/8" or 3/32" Allen screw. So you will need to use the appropriate size Allen wrench to loosen it. Loosen it just enough to be able to easily pull the handle off. * Note. If there is calcium build-up at the base of the handle, it may be necessary to soak it in a 50/50 solution of vinegar and water. Simply saturate the rag with the 50/50 solution, wrap it around the handle base and place a plastic bag over it. I would recommend do this the night before removing the handle. 2) After removing the handle, remove the trim sleeve. 3) Then you will need to remove the bonnet nut. The bonnet nut is the threaded ring at the valve opening. It unscrews counterclockwise. You will need a pipe wrench or a pair of channel locks. 4) After removing the bonnet nut, you will need to pull the cartridge straight out. You may need a small, skinny bladed screwdriver to wedge in between the lip of the cartridge and the valve to help start it out. 5) Once the cartridge is removed, you will have an open valve body. 6) Next, shut the shower door or curtain and turn the water on to the valve. Water should gush out, much like an open fire hydrant. Have someone observe if there is good water pressure coming out of the valve and let it flush for 30 seconds. 7) Re-install the cartridge and re-assemble in reverse of how it was disassembled. The Tub/Shower should then have a good flow. If it does not, the cartridge will need to be replaced. Thank you for being a loyal Delta Faucet customer.
