I have a tub/shower combination with a diverter spout on the tub. If the valve turns on the water, I expect it to go down to the tub until the diverter is pulled up and then the water will come out the shower. Will this be the correct valve?

Does the monitor pressure balance valve stop the water flow when temperatures vary by more than 2degree? We have an inline water heater with a circulation pump and sometimes the water gets cold for a few seconds and then turns warm again.
