Leaking on top of counter, below handle; what is probable cause and fix?

If the Delta Faucet model 3597LF-MPU is leaking under the handle, we recommend flushing the valve and replacing the RP4993 seat and spring and RP25513 stem unit. The handle cannot be tightened with an Allen wrench at all. There is only a pin hole on the edge of the tightening screw. Please look at product and don’t just refer to the installation and maintenance manual. The manual is wrong. I would send a picture

In general, metal parts are usually brass (hub, handle, body, tube, fittings), zinc (escutcheon, hub, handle), or stainless steel (set screw, undercover plate). I have a Delta Cassidy Series. I'm trying to replace the cartridges and all videos I see says to get the handles off remove the set screws under the handle.I see the set screw, but it's not an Allen head or Phillips head. Can you tell me what it is it is?

For a leak under the spout, I recommend unscrewing the aerator from the end of the spout. Confirm the o-ring on the aerator is in place around the side of the aerator, clean the aerator, and run the water before reinstalling the aerator.
